He holds a Master’s Degree in Sciences of Government and Administration of the Sea (joint Faculty of Law and Naval Engineering) from the Italian Naval Academy in Livorno, a unique academic background that combines legal, technical, and operational expertise in the maritime sector.
During his academic and professional training, he gained hands-on experience at the Italian Coast Guard, as well as on board military and merchant vessels, developing in-depth knowledge of navigation law, port regulations, maritime safety, and international shipping compliance.
