Mr. Giuseppe Buscaino

Giuseppe Buscaino is a highly qualified maritime and customs consultant based in Italy, specializing in international maritime law, superyacht legal assistance, and non-EU yacht and aircraft import procedures. He holds a Master’s Degree in Sciences of Government and Administration of the Sea (joint Faculty of Law and Naval Engineering) from the Italian Naval Academy in Livorno, a unique academic background that combines legal, technical, and operational expertise in the maritime sector.

During his academic and professional training, he gained hands-on experience at the Italian Coast Guard, as well as on board military and merchant vessels, developing in-depth knowledge of navigation law, port regulations, maritime safety, and international shipping compliance.

In 2012 he was appointed Italian delegate to the European Maritime Safety Agency (EMSA) in Lisbon, where he monitored the implementation of EU maritime legislation, reporting to the European Commission on compliance by Member States. He later worked at Navigation2nd in Livorno, a leading European company in navigation safety and maritime compliance, dealing with quality control systems and the application of SOLAS, MARPOL and STCW international conventions.

Today Giuseppe Buscaino provides specialized consultancy in maritime law in Italy, with a strong focus on:

  • Legal assistance for superyacht owners in Italy

  • Non-EU yacht import procedures and EU VAT on yachts

  • Temporary admission of yachts and customs clearance in Italy

  • Customs issues related to the expiry of temporary importation deadlines

  • Import of aircraft into Italy and EU customs compliance

  • Yacht registration and flagging strategies

  • Maritime regulatory compliance and navigation safety

In close cooperation with Avv. Donatella Sicomo, he manages customs and maritime law matters for international clients, offering an integrated legal and technical approach particularly appreciated by:

  • superyacht owners

  • shipowners

  • yacht management companies

  • captains and family offices

  • international brokers and shipyards

They are both highly experienced in cross-border yacht transactions, assisting clients in the purchase and sale of yachts, including:

  • drafting and negotiation of the Memorandum of Agreement (MOA)

  • preparation and verification of the Bill of Sale

  • legal and customs due diligence

  • VAT structuring for yacht acquisitions

  • transfer of ownership and registration procedures

This combined legal and maritime expertise allows them to deliver turnkey solutions for yacht import into Italy and the European Union, ensuring full customs compliance, tax efficiency, and asset protection.

Alongside his consultancy activity, Giuseppe is Professor of Maritime Navigation and Logistics and a navigation safety instructor, confirming his authoritative role in the sector and his continuous update on international maritime regulations.

A native Italian speaker fluent in English, he regularly assists foreign yacht owners and international clients operating in the Mediterranean and Italian waters, providing high-level maritime legal support in Italy.
